I have the honour to acknowledge the receipt of Lord Milner's Confidential despatch of the 8th of January with regard to the constitution of the Executive and Legislative Councils of the

Colony.

2. I do not propose to express any further opinion at the moment on the subject of the Legislative Council, but will wait to see what result follows from the public announcement of Lord Milnert

decision.

3. I shall be glad if steps may be taken to amend the Royal Instructions with regard to the periods of appointment to the Executive and Legislative Councils, as suggested in paragraph 5 of the despatch under acknowledgment.

With reference to paragraph 2 of my Confidential despatch of the 19th of January, I now recommend the permanent appointment of Mr. E. V. D. Parr as a member of the Legislative

1920. Council with effect from the 2nd of December,

5. In accordance with His Majesty's instructions conveyed in paragraph 4 of Lord Milner's despatch, I have appointed Mr. H. E Pollock, K.C., to be an Unofficial Member of the Executive Council.

Lord Milner's thanks have been conveyed to Sir Paul Chater, C.M.G., for his observations on the matters under considera-

-tion.
